President - Rowina Petion
Rowina Petion serves as the Program Grant Director for the Student Support Services TRiO program at Palm Beach State College. She has 10 years of knowledge and experience with the TRiO programs. Rowina’s involvement with TRiO stems from being a collegiate alumna to her current professional position. Prior to joining the TRiO/SSS team at PBSC, Rowina held the position of Director for the Youth Empowerment Center at For the Children, Inc., where she was tasked with providing education development and social engagement events for many inner-city youth. Since joining the TRiO programs, Rowina held several offices on the FAEOPP Board (now Florida TRiO) including: Vice-President, Scholarship Chairman, Nomination Committee Chairman, FairShare Liaison, and the position of Alumni Committee Representative. In preparation for her career growth and development, Rowina earned a Bachelor of Arts degree in Psychology and Political Science at the University of South Florida. To enhance her professional pursuit, Rowina earned a Master of Science degree in College Student Affairs at Nova Southeastern University in South Florida with a concentration in Conflict Resolution.

Vice President - Senovia Williams
Ms. Senovia L. Williams received her Bachelors of Science Degree in Family, Child, and Consumer Sciences from Florida State University (FSU) in 1999. She received her Masters of Social Work Degree from FSU in 2006. She has worked in the educational profession for over 22 years.
In 1998, she worked within the Admissions Office at Florida State University as a student assistant. In 2000, she began her employment with K-12 schools with a federally funded afterschool program. In 2004, she worked in the guidance office at a local middle school for two years. In 2006, during her graduate school studies, she became a substance abuse counselor for juvenile delinquents. After receiving her Master’s Degree in Social Work, she became a School Social Worker with the Leon County School Board’s Student Services.
In 2008, her career with TRIO began. She started as a Program Specialist with the Tallahassee Community College’s (TCC) TRIO Talent Search Program. In 2010, she was offered a promotion with TCC and the Florida Department of Education’s Gaining Early Awareness and Readiness for Undergraduate Programs (GEAR UP) state grant as a Site Coordinator for the federally funded program. Two years later, she was offered the position as the State of Florida Program Coordinator with the GEAR UP state grant.
In her capacity as the Program Coordinator of GEAR UP, she oversaw the program’s ten schools located in seven counties within north Florida. In this capacity, she managed over 100 employees, provided professional development opportunities for teachers at target schools, managed the 3-million-dollar budget, served as a liaison for the Advancement Via Individual Determination (AVID) Programs at the target schools, and oversaw the grant’s program activities for over 8,000 disadvantaged students.
In 2013, she began teaching as an adjunct professor at Florida A&M University (FAMU) in the Department of Social Work. In 2015, after the GEAR UP grant ended, she became a Visiting Assistant Professor at Florida A&M University. The courses she taught included: At-Risk Youth; History of Social Welfare; Youth in Crisis; School Social Work; Social Work in Health Care Practice; Self-Awareness and Human Diversity; and Social Work with Communities and Organizations.
In 2017, she returned to the federally funded TRIO Programs as the Director of the Talent Search Program at FAMU which serves 776 students in Leon, Gadsden, and Jefferson County. She has since served as the Parliamentarian for the FL TRIO Board of Directors. She has also served on the Board of Directors for the Southeastern Association of Educational Opportunity for Program Personnel (SAEOPP) with the Scholarship, Fair Share, and Financial Aid Committees.
Senovia Williams has a heart of service. She believes in developing others and helping them to become the best possible version of themselves. It is her belief that with her professional and personal experiences, she can help lead, guide, coach, and influence others in a positive manner. She is a beacon of light within any capacity that she serves. She makes enjoying life a priority. She dedicated and committed to success. Treasurer - Welmon Speed
Welmon retired from NASA after nearly 40 years. He has extensive experience in the engineering and project management arenas. For the past four years he has provided math tutoring services part-time for SSS at Eastern Florida State College (EFSC) and the general tutor team at Valencia College (East Campus). He recently was promoted to Assistant Director of the SSS Program at EFSC.
He is committed to providing exemplary leadership with an extremely positive mindset; and attribute his success to God and the role models who inspired and encouraged him by sharing their wisdom and life experiences. He also believes in empowering and motivating others to reach their full potential.

Secretary -Cherry Stallworth
Biography:
Ms. Cherry Stallworth is a graduate of Savannah State University which is the oldest Historically Black College or University (HBCU) located in Savannah, Georgia where she received her Bachelor degree in Business Management. She was a participant in the Student Support Services (SSS) program and became the program Academic Tutor. After graduation, Cherry worked for two years as the SSS Program Specialist. Cherry continued her education and received her Master’s Degree in Business Administration with a Concentration in Human Resources at Strayer University. With great intentions and the ability to exercise her growth mindset, she relocated to Jacksonville, Florida to become the Program Coordinator for a new SSS program at Jacksonville University, where she also worked for two years before being promoted as the Program Director. Currently, Cherry is the Director of Program Development of Student Support Services-STEM Program at Florida State College at Jacksonville. Outside of TRiO, Cherry worked in the Duval County Public School District as an educator and taught in a professorship position at Edward Waters College. She is poised and well versed in Career and Technology.
Cherry is a recent graduate of the 2019-2021 Southeastern Association of Educational Opportunity Program Personnel (SAEOPP) Emerging Leaders. She also serves on the Florida TRIO Executive Board as a Member-at-Large-North Region. In addition, she is the Chair of the Finance and Fiscal Concern Committee, Co-Chair of the Conference and Activities Committee, and a committee member of the Education and Legislative Committee. Cherry’s experience comes on the plight of her taking the initiative to be Chairman for the 2018 Florida TRiO Fall Professional Development Conference, where she assisted with the coordinating of registration, workshops, and logistics. In 2018 she completed the Florida TRIO Emerging Leaders Institute (ELI) training where she picked up a wealth of knowledge on how to lead and how to follow. Cherry has also served as a Moderator for workshops and worked on the Community Service and Evaluation Committees at the SAEOPP and Tri-State Conferences.
During her time employed at Savannah State University, she completed the Georgia Association of Special Programs Personnel (GASPP) and South Carolina Council of Educational Opportunity Programs Personnel (SCCEOPP) Emerging Leaders Training. Cherry also served as a Moderator for the GASPP/SCCEOPP Conference and worked on the committee for the GASPP Student Leadership Conference in Atlanta, Georgia.
Cherry shares that as a leader, she will bring proactive behavior, her ability to think outside the box and a variety of communication and problem-solving skills. She likes to take the initiative on projects and events. She’s ambitions and is not afraid to take on new challenges. She likes to make sure the people she works with, around, or lead are equipped with essential resources to be successful.
As a HBCU Grad and TRiO SSS alumna, Cherry highlights her interest in wanting to give back and to make a difference in the Florida TRiO communities. She feels that the program has impacted her life in such a way that makes her ready to take TRiO to the next level. Parliamentarian - Dr. Andrea Cummings
Dr. Andrea Marie Cummings is an educational leader with a focus on building excellence in teachers, students, academic programs and non-profit organizations. In her 20+ years as an educator and administrator, she has worked with students ranging from elementary school through undergraduate levels. She has served as an education leader and school administrator, counselor, adjunct professor and program director for the past 20 years, including 8 years as teacher and family social worker.
In 1997, Andrea began her teaching career at All Saints Primary School (ASPS) in her hometown of Belize City. In her years at ASPS, she taught and developed lesson plans for students in the second, fifth and seventh grades. In 2005, she switched professions and became a Family Social Worker/Counselor for the Florida Sheriff's Youth Ranches (FSYR).
Dr. Cummings was employed as an Academic Counselor and Adjunct Instructor for Edward Waters College in the TRIO program, as well as Interim Director of Upward Bound, prior to advancing to Paxon School for Advanced Studies International Baccalaureate program located in northwest Jacksonville. She also served as CEO and Head of School for DePaul School of Northeast Florida where she was responsible for supervising and managing the day-to-day operations of the school. Her duties included overseeing a $600,000 operating budget, academic standards and curriculum development, employee hiring and training, extramural activities and student safety. Her responsibilities also included oversight of curriculum implementation for students with learning differences (e.g., ADHD, ADD, and Dyslexia).
In addition, Dr. Cummings served as Executive Director for Take Stock in Children of Nassau County, where she supervised and managed all aspects of TSIC program operations. She oversaw a $750,000 operating budget; managing 3.5 million dollars scholarship account, fundraising and grant writing, strategic planning, employee hiring and training, integrating program operations with Nassau County School District initiatives, and forming partnerships with outside organizations to expand and enhance services for scholars. Other responsibilities include working in collaboration with Florida Pre-Paid and the Florida Department of Education to meet and exceed program standards, implementing a system to track key performance indicators—to include student data—mentor participation, and fundraising.
Andrea has developed and led partnerships between non-profits, special education and counseling in K-12 and tertiary institutions. She has taught and led workshops on learning strategies for students, special education, teacher as a professional, autism, professional development, educational philanthropy, outreach initiatives, and international school networking.
Dr. Cummings is a gifted teacher, public speaker, and presenter. She is a scholar. She has served as a speaker for events and regularly presents at professional meetings.

Northern Area Member at Large - Frank Campos, Ed.D.
Dr. Frank Campos is the current SSS Program Director at Eastern Florida State College in Brevard County. He has a degree in Electronics from the University of Puerto Rico, an Engineering Technology degree from USF, and MBA from Webster University. In 2018, Dr. Campos finished his doctoral degree in Organizational Leadership from Argosy University Sarasota. After working in the entertainment corporate field and as an international manager for over 30 years, he has found that working for TRiO in higher education is a gratifying way to giving back to our new generation of emerging and future leaders. He enjoys his free time with his wife antiquing and spending time with their blended family of 7 adult kids and 9 grand kids. Mr. Moss spent four years in the United States Air Force as a Security Specialist. As a Security Specialist, he earned expert marks-man status with the 9mm handgun, shotgun, M60 machine gun, law rocket and the hand grenade. He also served as fire team and response teams’ leader over the A-10 and OV-10 aircrafts as well as the F-16 and EC-130. He even had the distinct privilege of guarding the then-top secret Stealth Fighter. The service honors persisted as he had the opportunity to guard former president George Bush Sr.’s Air Force One.His dedication to education and helping others continues at Word of Life Centers where he serves as the assistant pastor and trains the up-and-coming ministers among many other tasks.
He has been the keynote speaker for a myriad of events including the 2017 EFSC’s African American Student Union regional conference, and the 2018 Phi theta Kappa new member induction ceremony.

Fair Share Representative - Aida Varela
Aida is excited to serve as the Fair Share Representative for Florida TRIO. Aida works for Miami Dade College as an Enrollment Specialist/Academic Advisor. She is a graduate from Florida International University, where she obtained her Master of Science Degree in Counseling Psychology. She has been a passionate higher education professional for over 14 years working with students from low-income and first-generation backgrounds. Aida has experience in the area of advisement and career services, recruitment, administration, training, student affairs, grant management, professional associations leadership. Aida served from 2013 through 2018 as an active leader for the Florida Career Development Association, a Division of the Florida Counseling Association. She is eager to continue using her leadership skills to connect TRIO professionals from our vibrant Florida state. She wants to continue building on the legacy and foundation that previous leaders have created for our Association. Aida believes that a strong and connected community of TRIO professionals can empower students in more profound ways.
Aida strongly believes in Miami Dade College (MDC) theme of “Opportunity Changes Everything!”. MDC provided opportunities for Aida many years ago, as a recent immigrant to the US, that had a tremendous impact on her life. South Area Member at Large - Jasmine Johnson
Jasmine Johnson serves as the Director for the Upward Bound program at Miami Dade College, Homestead Campus. Jasmine is driven by the possibilities of what we can do with students. She is passionate about seeking new ways to integrate STEM into all aspects of curriculum and integrating project-based experiences to accelerate student growth.
Jasmine earned a Bachelor of Science degree in Human Development and Family Studies with a concentration in Youth Development from Kent State University and a Master’s in Education in Instructional Design from Western Governors University. As an alumna of Upward Bound and Talent Search, Jasmine has first-hand knowledge of the life-changing impact TRIO programs can have on the lives of students and their families.

Immediate Past President - Louis Dilbert
Louis Dilbert is a native of Miami, Florida. His parents migrated to the United States from Honduras in 1968 and he is the youngest of nine children. Louis’ original career goal was to be a pediatrician but then he realized what a deep impact his teachers had on his life and decided that he wanted to be an educator. He was a first-generation college student that earned a Bachelor’s Degree in Health Education from Florida State University, a Master’s Degree in Educational Leadership/Administration from FSU, and is currently a doctoral candidate in Educational Leadership at Florida A&M University. Louis serves in a dual capacity at FAMU as the Director of the TRIO Educational Opportunity Center and the Department of Military and Veteran Affairs. Prior to returning to FAMU, Louis served in several administrative roles at Tallahassee Community College, Leon County Schools and Florida A&M University, which included Assistant State Project Manager for Florida GEAR UP and Program Specialist for TCC Educational Talent Search.

His 13 years of service as a higher education administrator and 7 years as a student leader have fueled his passion for service special populations with the higher education community. Louis’s primary research interests are college access for students of color as well as students from rural communities, student engagement, first time in college students, first-generation college students, leadership development, and college and community collaboration. He has presented on several of these topics at professional conferences and for campus organizations.
To affect positive change in the community Louis serves as a member of Leadership Tallahassee, Alpha Phi Alpha Fraternity, Inc., CarePoint Health and Wellness Center Board of Directors and a volunteer mentor at Ruediger Elementary School. His professional and community service is built on a foundation of faith and a commitment to spiritual development. Louis is blessed and honored to share life and love with his wife Felicia Dilbert.
